Push will count delivery and opens on the device.
Permission per person
A device token alone won't count as reachable; Maqetin will record whether notifications are on.
Open rates name their divisor
Every open rate will name its divisor: delivered or sent.
Unreachable people are left out
Someone with notifications off can't open a push, so they won't drag down your push rate.

Push needs a mobile SDK.
